UAE in Somalia: Exemplifying the Role of a Responsible State

Our international order comprises about 200 countries, not all of which hold the same level of global status and respect. There are various criteria for classifying countries in the world. Perhaps the most prominent classification of a country’s role in the international system is linked to the extent to which it fulfils its role as a responsible state.

A responsible state meets its obligations to the world it lives in, particularly in its relations with other countries. A responsible state respects international law, assists others in mitigating harm when they face legal violations that infringe upon their rights under this law, and shares expertise with others to achieve development.
 
The UAE sets an optimum example in its commitment to its international responsibilities towards the world in which it lives. It harnesses its political, economic, and military capabilities to protect international law and defend the system of international cooperative work according to lofty international principles. Unfortunately, not all countries in the world adopt the same approach. 
 
There are cross-border, and even cross-continent, extremist and terrorist groups who do not tolerate the presence of a stable international system.
 
Somalia, an Arab country with a strategically important location adjacent to the Bab-el-Mandeb Strait, faces significant security threats that hinder its growth and sustainability due to poor economic conditions and a deteriorating security situation. The government of Somalia, led by President Hassan Sheikh Mohamud, has taken on the responsibility of confronting these threats, including attacks by the Al-Shabaab group affiliated with the terrorist organisation Al-Qaeda and the presence of the terrorist organisation ISIS in Somali territories.
 
Many responsible countries stand with the Somali government in facing the significant security dangers it encounters, and the UAE is one of the world’s key countries that has taken a brave stance, reflecting its moral responsibilities as an Arab country. Therefore, it has provided various forms of development aid and support to Somalia. It provided military training for the Somali army, which is crucial for enhancing its combat efficiency to confront organisations like Al-Shabaab and Al-Qaeda, as well as addressing maritime piracy operations off the Somali coast.
 
The UAE has fully operated within the framework of the law in Somalia as a donor and provider of the aid and expertise needed by the Somali people and government. The Emirati military personnel in Somalia work with the authority of that country according to the legal system governed by international laws and treaties. They serve as a force for training and developing the Somali military as required by the Somali government. Therefore, the UAE has acted as a responsible state in accordance with international law in this context. 
 
The noble martyrs of the UAE who recently sacrificed their lives were present in Somalia in accordance with this legal framework, fulfilling their duties to the fullest as experts in the field of military and security training for the Somali forces. However, the hand of terrorism does not wish for Somalia or the region to enjoy security and stability.
 
May mercy be upon our martyrs, and may God honour the UAE as a responsible state for the good of the world and humanity.
