Major General Matar Al Dhaheri:Rehabilitation of Offspring targeted by National Service Law

Nations earn their positions thanks to the wisdom of forefathers, get their borders defended by the younger generations and look forward to the future with the spirit of promising offsprings. The UAE is exception: built by ancestors, is being developed by fathers and will, using the National Service Law No. 6/2014, be defended by the younger generations.
 
In an interview, Major General Matar Salim Al Dhaheri, Chief of Administration and Manpower Staff, General Headquarters of Armed Forces, spoke with an open heart of the challenges faced and met in record time by GHQ on registering the first 2013/14 batch of high school students, lessons learned and actions taken to get the job done.
 
Major General Dhaheri negated any given threat to the UAE that might have triggered this decision. The National Service Law (NSL) has been under consideration since the reign of the late Sheikh Zayed bin Sultan Al Nahyan (May God bless his soul) but was being carefully perused as it touched all segments of the society. Moreover, the wise UAE leadership instructed that NSL get a prior careful study. Numerous visits to various nations were made to get acquainted with fresh experiences and make the best decision.
 
The Preparation of Young
Major General Dhaheri singled out as a main NSL objective the preparation of young, fresh local leaders to take up responsibility in the future and contribute to UAE’s future sustainable development plans. NSL was studied in every aspect and was termed as national –rather than obligatory/compulsory- service, another crystal-clear clue that it was a service intended for the homeland. Those unable, for some reason, to perform national service can offer another alternative service with the purpose of giving all segments of the community the opportunity to serve the nation. An Emirati should, under no circumstances, be stopped from serving how own nation.
 
Help Build The Personality
Responding to a question about the benefit Emiratis can expect from performing national service, Major General Dhaheri said that visits to various countries have shown that national military service help build the personality. Leadership skills, he pointed out, are expected from everyone no matter what they do for a living. Work in a team spirit boosts productivity and maintain discipline. He affirmed that the armed forces offer Emiratis values as sublime as discipline, punctuality, order, sacrifice and self-denial and minimizing cost of duties performed. National service is, in a nutshell, a contributory element to personality.
 
To Serve Their Future
Matar Salim Al Dhaheri, Chief of Administration and Manpower Staff, General Headquarters of Armed Forces, pointed out that national service is a preparatory stage for the young men before getting into university life. They are armed with additional skills to serve their future best. The UAE Government, on the other hand, offers a hefty education budget to allow students to use their skills best and qualify them to fulfill their aspirations.
 
Armed Forces are Entrusted
Speaking about the current and future role of the Administration and Manpower Staff in national service, and the relationship between the two entities, Major General Dhaheri said that the armed forces are entrusted, according to National Service Law, with law enforcement, and that all branches of the armed forces are working towards the success of this Law.

National Service Plan is the responsibility of the National and Alternative Service Authority which is supported by armed forced agencies, and here comes in Manpower Staff to finalize enlistment such as medical check up, issuing out cards, ushering enlistees to training camps and follow up their educational and training programs, locating training facilities and contribute to the deployment policy in future. This set up will endure in future. The National Service Plan will be the responsibility of the the National Service Authority which will be assisted by all branches/agencies of the armed forces.
 
Criteria of Enlistees
Speaking about the criteria of the selection process of enlistees, Major General Dhaheri said that certain conditions have been set for selection. This year’s batch of High school graduates will be the first batch to perform national service, especially tossed who are physically fit and with an aggregate score no less than 90%. Those with a lower score who are interested in pursuing their education and received a scholarship or acceptance letter to join the university will join the national service this year, then pursue their education next year.

The Ministry of Higher Education and Scientific Research (MHESR) had reached an agreement with local public and private universities to reserve places dedicated to eligible students to the next year, i.e. until after national service is completed. The same goes for outdoor scholarship institutions where a scholarship will be just delayed, but never canceled, to the next year.
 
Graduates Exempted
Major General Dhaheri said that this year’s high school graduates who are interested in joining military academies fall under the “Professional Military” category, and, as such, exempted by the force of law. Those who join military academies will perform military service for 12 months, including military training.
 
Answering a question about the exaggeration of some parents in their over-protection of their children and their interest of knowing the age groups in which they will be integrated in training camps, Major General Dhaheri  reassured parents that the UAE Armed Forces are part of the fabric of society, and their training experience is many years long. In this regard,  housing conditions for recruits are taken into account, there are specialized  supervisors and secure suitable sanitary conditions are guaranteed for them. 
 
Computers Regulated
He answered some questions that may occur in the minds of those eligible for recruitment, such as whether they can use computers or mobile phones in the training camps, by saying that after receiving military cards recruits will be told what they can take with them to the camps, and that the use of computers and mobile phones will be regulated at specified times and in accordance with effective laws in the Armed Forces.
 
He spoke in a very transparent manner about the announcement by the National Service Committee about the registration processes, conditions, the cases of exemption and deferral, and other details, and whether the information which has been provided to the public were transparent enough, he said that due to the importance of law for all citizens, inquiries are a legitimate right for all, both for the recruits and their families.
 
Camps Will be Increased
And on the density of the number of applicants for registration in the Rahmaniyah Camp in Sharjah in particular, since it covers the registration of recruits from the emirates of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, Major General Dhaheri said that this camp had been selected because it is in an area known to the inhabitants of the region. Next year the number of camps will be increased. 
 
The Length of Time
To the question of standards for calculating the length of time for the completion of each transaction, he answered that the registration process of recruits for national service is done according to the best international standards. Registration centers finish the registration of about 400 people, though the number of daily applicants is approximately 900; but we must bear in mind that this year is exceptional, for the law was passed and implemented at the same time.
 
Duplication Prevented
Major General Dhaheri  said that the registration of national service coincides with the registration of the candidates of Armed Forces and the Ministry of the Interior. More than two months ago, it was announced that the Committee would be unified. This came positive step came for the first time in an effort to save time for citizens. A common committee would prevent duplication in recruitment procedures, and save efforts for families so that they should not be examined and undertake registration twice.

If a person is examined for registration, in the Interior Ministry or the Armed Forces, and does not pass the examination, he will perform national service in all circumstances, and in this case he becomes ready to perform national service without undergoing the same measures again. The finalization of the executive regulations is in its final stages and the law is certainly not going to be implemented before they are ready.
 
Females in Exclusive Camps
On the female enrollment, females will have their exclusive camps, in terms of administration, supervision and training. Surely, the customs and traditions of our society, and our religion also, have been taken into account among other things, like their safety and the type of training programs for them. 
 
Second Batch in January
Major General Dhaheri pointed out that the second batch, expected in January, will include the age group of thirty years and below and will be followed by another batch in May for the age group of thirty years or less. 
 
Eligible to Inform Authority
As for those who are eligible to join the national service and are completing their graduate studies abroad, the National Service Act has stated that they must proceed to the Authority to inform it, and then their service will be postponed to the age of forty, but they remain subject to national service. 
 
Details of The Training Course
In response to questions about the details of the training courses, in terms of number of days of basic training, and how the full period of national service is divided, Major General Dhaheri said that the first phase of the training is a transition from civilian to military life during which the recruit is armed with national, leadership, and religious concepts. After spending several weeks, they are allowed to go out weekly, with the exception of those who have rotation or have committed a violation. 
 
Training Camps
On the daily schedule of trainees during basic training and after, Major General Dhaheri said that training camps are independent bodies, but the relationship between all agencies in the Armed Forces is one of cooperation aimed at for the success of the National Service project. Training programs are divided into two parts: practical training programs and theoretical programs.  
 
Experiences Abroad
He talked in more detail about visits to many countries of the world to see their experiences in the field of national service, and how they build training curricula, to try to develop these experiences by national and resident expat experts in the UAE.  
 
Transportation Provided
The Armed Forces will provide transportation to and from the camps throughout the duration of training, particularly for high school students, for Some of them do not have a driver’s license. The period of basic training is three months after which they are distributed according to their discipline.  
 
The Financial Allowance
Major General Dhaheri pointed out that the financial allowance is paid only to school students, the unemployed and craftsmen. The allowance will be specific in the Executive Regulations. Those who work in a government agency, whether federal or local, they will receive their salaries from the government in full. 
 
Private Sector’s Applauded
Major General Dhaheri applauded the private sector’s support as it will bear half of the salary of recruits, saying that the decision of the national service is a sovereign decision approved by the government and everyone should support it in various forms.
 
The Armed Forces is ready
Major General Dhaheri concluded the dialogue with a final word in which he stressed the readiness of the Armed Forces for the implementation and application of the law with all professionality. The emergence of the law does not reflect the need for the Armed Forces to add numbers, but rather to emphasize that the UAE society is the strategic depth of the armed forces and that citizens are aware of their responsibilities towards the nation. At the same time, the training of our children in the armed forces increases the responsibilities of the Armed Forces towards them, and the Armed Forces are ready to implement this training.
