Russia is interested in developing cooperation with all Arab countries in the Gulf

Russia Arms Expo which is all set to take place in September is among one of the biggest international exhibitions in the world. Nation Shield met with Russian Minister of Trade and Industry, D.V. Manturov on the sidelines of IDEX 2015 to find out more about the upcoming event. Excerpts from the interview

His Excellency’s Presentation of the10th Anniversary of International Exhibition of Arms, Military Equipment and Ammunition, Russia Arms Expo 2015, was held at IDEX 2015. What were the highlights?
The Russia Arms Expo 2015 has been organized by the Ministry of Trade and Industry of Russian Federation.The main goals of the expo are to showcase the latest achievements of Russian and foreign manufacturers in the area of military equipment and develop partnerships between domestic and foreign manufacturers of military machinery, weapons and munitions.
 
The main advantage of the Russia Arms Expo is its unique shooting range enabling participants to showcase all the combat and performance characteristics of their arms and equipment, deliver fire aimed at targets of various degrees of complexity, and assess the performance of military products on a real-time basis.
No other location in the world matches this test site -its range is 50 km long and 1.5 km wide and it has tracks for automobiles and armored vehicles, water driving area, obstacle courses, helipads, a shooting range and bunkers.
 
This year the Expo is expected to set a record with the scale of demonstration of new equipment from Russia’s defense industry. A key event of the 2015 Expo will be a wide audience demonstration of the Armata Universal Combat Platform.
 
To what extent will the participation at IDEX 2015 help Russia Arms Expo in September 2015, which is also a major international defense exhibition?
Based on the 2014 sales figures, Russia confirmed its position as one of the world’s leading exporters of weapons and specialized military equipment. For us it is an opportunity to showcase the most contemporary products in this area and to develop cooperation with traditional partners from around the world, including partners from the Middle East, who are of special interest to us.
 
We are going to adopt what we learned from IDEX 2015 as it is traditionally the most prestigious expo in the region and in the world, and transfer that experience to the Russian event.
We also feel that IDEX 2015 will attract attention to Russia Arms Expo 2015 where we also plan to surprise guests with new defense products.
 
To what extentis GCC an important customer for Russia?
I have emphasized a number of times that Russia is interested in developing trade and economic cooperation with all Arab countries in the Gulf, and we are considering these countries asour main partnersin the region.That said, as of today the potential for this type of cooperation is not fully developed.We need to make the most effective use of available economic resources, createthe most favorable conditions for increasing the volume of bilateral trade and investments andexpand contacts among representatives of business.
 
Which Russian products do you see more suitable for the UAE?
Opportunities for mutually beneficial cooperation between our countries exist in metal, pharmaceutical, aviation industries, heavy machinery, energy sector, transportation, telecommunications, tourism and agriculture.
 
Further, companies representing our aviation and shipbuilding industries are ready to offer a number of opportunities for the UAE. United Aircraft Corp. is ready to discuss opportunities with potential buyers of SSJ 100 and MC-21 civilian planes, which can operateon regional and international routes, as well as creating aservice center for these planes. While Russian Helicopters can offer the UAE multipurposeMi-17, Ka-32A11BC helicopters in variousmodifications.
As for the agricultural sector, we can help build and modernize granaries, as well as supply grains, forage, sugar, beef, poultry and flour.
 
Our country has a lot of experience in building pipelines and associated infrastructure. I am certain this experience could be actively deployed.
We can also engage our UAE partners with interesting ideas in the area of transport and special engineering and machine building. Some of the largest machine building corporations expressed interest in developing several avenues of cooperation. Russian companies are ready to supply medium and heavy armored off the road vehicles, portable integrated biometric identification and control systems, among other high-tech products.
 
In the area of civilian shipbuilding, Russian companies can be a part of international contracts for high-speed passenger boats.
We are upbeat about existing potential for developing cooperation in the area of -infrastructure installations. A number of Russian R&D and project institutes that havevast experience in planning shipping port and hydro installations have exhibited great interest towards bringing infrastructure projects to fruition.
Russian metal works companies are confirming their interest towards widening their presence in the steel market, as well as towards strengthening partnerships with key customers in the pipemarket.
 
Moreover, a number of our companies are interested in partnerships with UAE companies towards supplying freight train carriages, tank-containers, industrial armor, pumping equipment, trucks, buses, diesel engines, generators and wood utility poles.
 
In the summer of 2013, Russia’s Direct Investment Fund (RDIF) and Abu Dhabi’s Mubadala established a USD $2 billion co-investment fund to pursue opportunities in Russia. What is the current status?
On June 20 2013, during the St. Petersburg Economic Forum, Russian Fund of Direct Investments and sovereign UAE fund Mubadala launched a joint Russian-UAE fund with $2 million incapital (each party contributed $1 million). On September 12, 2013 Russian Fund of  Direct Investments and Department of Finance and Abu Dhabi signed a memorandum on investment cooperation, based on which during the next 5-7 years the UAE, jointly with Russian Fund Of Direct Investment, will invest up to $5 billion in infrastructure projects.
