‏DCI CEO: France Eyes Stronger Defense Partnership with UAE

Defense Conseil International (DCI) is a top-tier international French provider of defense systems and electronic and air defense capabilities. With long proven experience, DCI opened new offices in several countries, and has plans for more in the Middle East and North Africa.

In an exclusive interview with Nation Shield Journal, DCI Chairman & Chief Executive Officer, Jean Michel Palagos praised the UAE’s ambitious plans to upgrade defense capabilities and highlighted close cooperation with the UAE Ministry of Defense (MoD) and discussed his frequent visits to the UAE escorting the French Minister of Defense, in order to boost defense relations between France and the Arab Gulf states. Excerpts from the interview:
 
Can you tell us about DCI’s presence in the Middle East and the UAE inparticular??
DCI boasts a long proven record of cooperation with the UAE since the times of the former French President Valery Giscard d’Estaing and the late Sheikh Zayed bin Sultan Al Nahyan.

This staunch relationship was historically documented in photo albums. There is one particular picture of President d’Estaing and the late Sheikh Zayed that reflects the strong UAE-French relations in which the late Sheikh Zayed requested President d’Estaing to deploy French companies and initiate operations in the UAE.

This was not the UAE’s first offer by the late Sheikh Zayed, as the French provider had previously been asked to operate locally. At that time, the UAE placed an order to procure Leclerc main battle tanks, to replace AMX tanks and the modern capabilities are under operation currently.
 
What are your opportunities in the region?‎
We maintain staunch ties with the Arab Gulf states, including Saudi Arabia, Qatar and Kuwait, in general and the UAE in particular in various defense-related areas, and keep time-old historical ties with the region.

There are plans to expand international operations and comply with the requirements of the friendly countries by deploying highly trained Mirage 2000 instructors to work closely with the armed forces in electronic warfare.

France, it is worth-mentioning, has a wide battle experience and the French armed forces are one of the best. The trainees always receive the same training offered to their French counterparts.
 
What would you say sets your services apart?‎
The French army is committed to transferring expertise to friendly nations with plans to develop and upgrade their armed forces as per the latest technological methods. DCI is the French Ministry of Defence Operator and pursues –like all French entities- certain procedures to sign international contracts, is executing the same training courses offered to the French pilots to transfer French know-how.
 
DCI offers CONSULTING :on forces organization, development of training courses, conceive and manage your training and maintenance capabilities, TRAINING : educational within French military academies and universities - operational or specialized, for all levels and in all fields and ASSISTANCE : from expressing the need to the decommissioning of your system, in controlling your acquisition risks, and in increasing the operational availability of your systems.

DCI provides also accommodation, healthcare and other pertinent services throughout the training period. Special highly qualified trainers are also provided to give high-class training to ensure successful completion of the training course. DCI’s staff are French experts who join only after completion of their assignment in the army. Only top performing retired personnel are used by DCI in coordination with the High Command of the French Army (HCFA).
 
Could you tell us in brief about the training services you offer? ‎
DCI is carrying out training courses to raise the efficiency of the land forces. As many as 12 instructors, plus 12 interpretors on Leclercs, 11 officers and NCO  are deployed in the combat training city. Also provided will be high-caliber instructors on simulators, shooting, tactical training, logistics and maintenance of these tanks (MBT). In field engineering, DCI is engaged in minesweeping.

In artillery, DCI offers instructors to train military cadets and officers on “Atlas” integrated system that hits targets with extreme precision.
 
About Air force-wise, we are working in close cooperation and coordination with the Air Force, providing specialists on shooting targets and operating electric welfare. Instructors are also available as electronic welfare supervisors.

It was my pleasure to meet with the Commander of the UAE Naval Forces, and we both expressed a strong mutual desire to boost joint naval cooperation.
 
How important is it for DCI to attend IDEX and the Dubai Airshow?‎
This year, I had the opportunity to attend the International Defense Exhibition & Conference (IDEX) and Dubai Air Show (DAS) which demonstrate the UAE’s distinct ability to organize international, top-tier events deemed vital to display latest, top-notch defense systems and solutions, and to get together and meet with high-ranking decision makers and senior management of international corporations. I had the honor to meet with high-ranking officers of the UAE and I would like to express my deepest appreciation for them taking the time out to meet me.
 
DCI is strongly committed to attending these big events in order to put on display latest DCI products and boost defense ties with the UAE, especially when France is the second biggest supplier of defense materiel to the UAE.
 
What is the company’s future plan?
Two years into this position as DCI’s CEO, I suggested new training areas and transfer of know-how in various areas such as information warfare, drones, intelligence, surveillance and reconnaissance (ISR) systems, medical health and oil operations. As for medical services, the French Army dedicates a division, the first of its kind in Europe, to receive and deliver the wounded to the nearest hospital, follow up medical care and physiotherapy treatment and tackle cumbersome problems. DCI, moreover, trains and offers consulting services in military medicine, and currently coordinates with the French Army Medical Services Corps. 
 
Regarding oil’s logistic operations, DCI escorts oilfield military personnel and engineers, provides and transports fuel to maintain continuous operation. It is worth-mentioning that these services were non-existent before I took my post as DCI’s CEO, and I am ready to visit the UAE to discuss what could be done for this ambitious nation.
 
Finally, I am very proud to cooperate with the UAE armed forces, and would like to say I am extremely happy and impressed with the warm reception and hospitality I was accorded by the UAE armed forces. My ultimate goal now is to know how best to serve their interest to their satisfaction.
