QinetiQ Wins £1.2 billion Digital Services Deal
Leading science and technology company QinetiQ has been named a supplier on the UK Ministry of Defence’s (MoD) new Digital and IT Professional Services (DIPS) framework, managed by the Crown Commercial Service (CCS).
This four-year agreement will see QinetiQ providing a range of digital and IT specialist services to Defence Digital, with an estimated value of £1.2 billion.
QinetiQ secured prime supplier status for two of the six DIPS framework lots: Lot 2 covering development applications, user experience, DevOps, system design, and application support; and Lot 3 encompassing cybersecurity, cryptography, security operations, and integrated systems.
Beyond its prime supplier roles, QinetiQ will also contribute as a subcontractor on two additional framework lots: Lot 1 focusing on solution architecture, data management, and knowledge management, and Lot 6 specialising in intelligence solutions.

Framework Authority
The Crown Commercial Service (CCS) collaborated with the Ministry of Defence (MOD) in developing the DIPS framework and assumed the role of framework authority upon its launch in November 2023. While the MOD oversees all customer engagement, the CCS plays a pivotal role in facilitating and managing the framework.
Through this framework, QinetiQ and its partners will deliver digital engineering, cyber security, and mission systems architectures services to enhance information sharing, provide actionable intelligence, and deliver core mission capability to the Armed Forces.
The DIPS framework is aligned to the ongoing transformation objectives at Defence Digital and will allow MOD access to a wide range of industry skills through pre-defined terms and conditions.
Reducing the time to run competitions and accelerating delivery, this framework is aligned to MODs direction towards outcome-based contracting that will provide improved delivery (to time, cost or quality) and value for money.
Digital Enhancement
QinetiQ enhances its digital capabilities in DevSecOps and Cyber through the DIPS framework, enabling transformative decision-making cycles for its customers. Its strategic partnership with Defence Digital is further strengthened by its role in the framework.
The Crown Commercial Service supports the public sector in maximising commercial value during procurement, delivering £3.8 billion in commercial benefits in 2022/23, ensuring optimal value for taxpayers.
