DCI’s OCA Steers MDO Command Course
As shifting battlespace dynamics demand greater agility and integration, operational command has emerged as a critical differentiator in ensuring military superiority.
In response, Défense Conseil International (DCI) has launched the Operational Command Academy (OCA) to support the French armed forces and allied nations with advanced training, exercises, and experimentation. Focused on multi-domain operations (MDO) and coalition interoperability, the OCA addresses command requirements across tactical, operational, and strategic levels.
The OCA provides a suite of services to the French armed forces and partner nations, including operational training tailored to staff officer roles across all service branches and command levels.
It also offers rehearsal and preparation for operational headquarters through bespoke national and multinational scenarios, enabling instrumented analysis of decision-making.
Additionally, the OCA supports the exploration and validation of new command concepts, operational approaches, and technical solutions through structured experimentation.
At a time when artificial intelligence is revolutionising the way operations are planned and conducted, the OCA relies on an instrumented platform that integrates the tools and technological solutions developed by key French industrial players, startups, and major groups.
Several leading defence and technology firms — Airbus (Defence and Space division), Comand AI, Cyber Test Systems, DeliaStrat, MASA Group, RGA Systèmes, Sopra Steria, and Thales — have already expressed their intent to join this initiative. Their participation underscores strong industry backing for DCI’s Operational Command Academy and its mission to enhance multi-domain command capabilities.
Alliance Drills
The first training sessions will take place by the end of the year, benefiting the French armed forces, land forces from partner countries (Brigade and Battalion-level HQ training), the French Navy (Battlestaff Training for FR Strikefor), and NATO (Battlestaff Training for Joint Force Command Naples).
The OCA is expected to reach full operational capability across its three core areas — training, exercises, and experimentation— by the second half of 2026.
DCI, a subsidiary of Groupe ADIT, supports the development of defence and security capabilities for states. It works with the French armed forces, their partners, the European Union, and NATO, providing training, exercises, advisory missions, and related services to address national and international operational needs.
